Gloria Pelz was born in Mahwah to Mrs. and Mrs. Charles Pelz. She graduated from Ramsey High School. She worked as a secretary for the township clerk, Raymond F. Dator, and enlisted in the Marines in 1943.

She married Karl F. Keppler in 1945.
